Higher Education Emergency Relief Fund (HEERF II) Reporting (CRRSA Act):
Emergency Financial Aid Grants to Students
Section 18004€ of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Pub. L. No. 116-136, 134 Stat.281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the Act to submit (in a time and manner required by the secretary) a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (HEERF).
Below are Bethany Lutheran College’s responses to the items requested by the Department of Education regarding HEERF II (CRRSA Act):
- An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than the required amount of funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
BLC Response: On April 24, 2020 BLC signed and returned to the Department the Certification and Agreement with the assurance that the institution has used, or intends to use no less than the required amount of funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
- The total amount of funds that the institution will receive or has received from the Department under HEERF II (CRRSAA).
BLC Response: BLC received $789,349 from the Department of Education from HEERF II (CRRSAA).
- The total amount of HEERF II Grants distributed to students
BLC Response: $252,100 of HEERF II (CRRSAA) dollars were distributed as Emergency Financial Aid Grants to students in February of 2021
- The total number of students who received a HEERF II (CRRSAA) Grant
BLC Response: 437 students received emergency grants from HEERF II (CRRSAA) funding.
- The method used by the institution to determine which students receive HEERF II (CRRSAA) grants and how much they would receive
BLC Response: Undergraduate students enrolled in at least 6 credits on 2/5/21, and who had completed the financial aid application process, were eligible for emergency grants. PSEO, Dual Credit, and International Students were excluded from receiving grants. Funds were distributed in one of four different amounts:

On May 6, 2020, the U.S. Department of Education, Office of Postsecondary Education posted their requirements for HEERF participating institutions.
Each HEERF Participating institution must post the information listed below on the institution’s primary website within 30 days from the date the institution received its allocation under 18004(a) and updated every 45 days thereafter.
Below is Bethany Lutheran College’s response to the items requested by the Department of Education:
- BLC has received the remaining $28,015 as noted in the June 2 report (see below).
- No further changes from prior report.

BLC Response: On April 24, 2020 BLC signed and returned to the Department the Certification and Agreement with the assurance that the institution has used, or intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. - The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement (for) Emergency Financial Aid Grants to Students.
BLC Response: BLC has received $471,985 from the Department of Education pursuant to the Certification and Agreement for Emergency Financial Aid Grants to Students. BLC is waiting on an additional $28,015 that has yet to be made available. - The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).
BLC Response: As of June 2, 2020, BLC has distributed $251,800 to students. - The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the Cares Act.
BLC Response: As of May 6, 2020, the college had 430 students who had completed the financial aid application process for the 2019-20 school year and were determined to be eligible for Title IV financial aid, were enrolled on at least a half-time basis, and were attending at the time that classes switched to fully online during spring semester of 2019-20. - The total number of students who have received an Emergency Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act.
BLC Response: Funds were distributed to all 430 students listed above, in one of three different amounts. - The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
BLC Response: All 430 eligible students received funds. The amount that the student received was dependent on the student’s Expected Family Contribution (EFC).EFC Range Amount received $0-$9,999 $700 $10,000-$19,999 $550 $20,000 and above $400 - Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
